You could if you wanted to, but you would have to go to specific places, you almost certainly wouldn't just happen upon people able or willing to speak Irish. However, like I said, if you wanted to you could speak Irish nearly all day, you just need to find the community of speakers in the city. If you're planning a trip here I'd speak it with you and I could point you in the direction of places to go where you can speak it.
