I think it works best if you already have a good level in the target language (in my case: French and Spanish)
When it comes to Hebrew shows, I watch them just for fun. I'd say it mostly helps with prosody, but I'm not learning that much from them.

I'm already comfortable with these languages, so there aren't that many words/phrases I don't know (maybe 2-3 words per episode, but it depends a lot*). I tend to note them down (without pausing) and look them up later.* for instance, last week I watched an episode of Plan Coeur (a kind of French "Sex and the City") and there was so much slang in it, I noted down over a dozen words/expressions)
