And it's been going on for about a month now.

Is it possible for anyone to upgrade the software?

Sorry for the delay.. The upgrade is usually not a trivial process and I didn't have time yet, but I'll try to get round to it soon!

Just a minor issue in the scheme of things, but the autonym of the Albanian language should be Shqip, not [Gjuha] shqipe.

How would I go about requesting the reversal of a language subforum's deletion, or otherwise its reinstitution? Has that even been done since the forum revamp a few years back?

You'd have to post a request for it somewhere on this part of the forum, just like any other language forum request. Presumably it was removed due to lack of active members/interest. Therefore, it would be up to the admins as to whether it got "restored," same as any other forum request. So you would not necessarily get it back.

Yeah, and I think you might also need to provide evidence that there is a lot of interest in it, if possible. Otherwise, I don't think they'll add it back. I don't think I have ever heard of a language subforum being added back here.

Right. I was originally going to say that Mike could just PM the admins, but it is true that someone (I suppose the burden rests on the requester's shoulders) would have to gauge interest on the part of other Unilang users, so I just stuck with creating a thread to ask.

I have finally gotten around to updating the forum software to 3.1.9. Unfortunately, it still does not fix the SQL error as I had hoped I'll have to dig deeper.

I dug a bit deeper and SQL error that appears on searching users' posts is fixed as well now. (https://github.com/proycon/unilangforum/issues/18)
