Debaltseve - part of speech

Names of towns or villages like Debaltseve or Sorokyne are adjectives? (Thanks. I am trying to figure out how to decline with then in a Czech translation.)

They are considered nouns but grammatically declined as adjectives, so for example Дебальцеве - Дебальцевого, у Дебальцевому.

That's what I thought. Thank you for your answer! (Then I will consider declining it as an adjective in Czech also, as we have very similar adjective declinations. If I decline it in Czech as a noun, it will look like I am working with the Russian form of the name, e.g. Debaltsevo etc., which I want to avoid in thic case.)
