I assume you're referring to the broad and the narrow o and e and the semi-vowel, since I don't have that programme for phonetic sounds installed.

The difference between them is usually not shown in writing. The accent marks are usually not written unless the two words are completely the same and the only difference is the accent. And even then the accent mark is not always written.

I can only think of one thing that was told to us at school for recognizing the semi-vowel. If the letter e is present in the nominative case only, but not in other cases then it probably stands for a semi-vowel, e.g.: nom. pes - gen. psa, nom. minister - gen. ministra.

You mean semi-vowel, don't you? Well, I can't find any such combination you demand. If the word starts with written letter e, then e is pronounced like narrow or wide e.
But there are some words starting on semi-vowel: rž (rye), rdeč (red), rja (rust), rt (cape), etc.
