Is this song sung in Turkish?

I've heard it before, but can't figure out where. Can you help recognise the song?

It's not in Turkish, but Nogai, a Turkic language distantly related to Turkish. The song is "Dombira" by Arslanbek Sultanbekov.
Please correct my mistakes in any language.

Indeed, it's in Nogai, which is much more closely related to Kazakh than to Turkish. Sultanbekov is from Karachay-Cherkessia just north of Abkhazia, so a bit more specifically, it's probably in the Aqnogai/White Nogai/Western Nogai variety.
