Should top floor be "tingkat paling atas"?

tingkat atas = upstair
tingkat paling atas/teratas = top floor

'Tingkat atas' broadly means 'upper floors' (ie including the top floor). I have not come across the term being used for tall buildings/skyscrapers so I'd imagine it's a catch-all description meant for low buildings of several floors.
