Perchè si usa...?

Mi scusa, il mio italiano è pessimo. Perchè si usa solo il participio passato? (when/why would you use only the Italian past participle.)
per esempio: Ecco Francesca seduta al tavolo di un ristorante della Milano vecchia.
Insomma, perchè si usa "seduta" ma non si usa "era seduta" o "siede"?

The sentence means "Here is Francesca seated at the table …" (not "Francesca was seated at the table …").

Yes, maybe it make easier for the original poster to read it as a short form for

"Ecco Francesca, (che è /mentre è) seduta al tavolo"
"Here is Francesca, (who is seated/while sitting) at the table"

Grazie!! you guys helped a lot. I suspected that it meant seated/is seated but I wasn't able to confirm this when I searched on the internet so I thought I'd ask here to make sure. I'm glad I did!
