I posted them the way they are defined in Paul Saagpakk's Eesti-Inglise Sõnaraamat, which incidentally is the only dictionary I found that included both words as well as the only one that gave an English translation for either of them. EKSS has only tohletama: vananedes käsnjaks muutuma, närtsima, pehkima, koltuma.
I would think in practice there isn't a lot of difference. If something tohletab or tohletseb, it becomes spongy or is becoming spongy, it wilts or it is wilting, really the same thing is happening whichever way I say it. Tohletama seems much more common, I think it would work regardless of which tense you use to translate it to English, and so we can just let tohletsema wither away (or let it be withering away). Saagpakk has a penchant for rather uncommon and esoteric language.

"Shout from the rooftops" in English to me has a connotation of the person who does it being very excited or otherwise emotional (proud, gloating, etc) about something, a connotation which I don't think "suure kella külge panema" shares in the same way.
