Kas and kui for the English-speaking brain:
1) When "if" means the same as "whether", it should be translated as kas. When it doesn't, it should be translated as kui. So we have:
Ma ei tea, kas ta nägi mind. I don't know if/whether he saw me.
Kui me kohe ei lähe, jääme hiljaks. If we don't leave immediately, we'll be late.
2) Kui also means when in subordinate clauses, as in Arvi's example: Kui vihmasadu lõpeb, lähen ma õue.
3) "Kas" is required in any yes/no question. "Are you listening to me?" = Kas sa kuulad mind?
