I don't understand much Estonian and hope someone can help me out and give me the important points from this short text:

Natura 2000 alale on esmajärjekorras võimalik ehitada vanale
talukohale. Kui ajaloolist asustust ei ole, tuleb ehitusvõimaluse
kaalumisel arvesse võtta lisaks Loodusdirektiivi elupaigatüüpidele ka
teedevõrgu olemasolu ning paljusid teisi asjaolusid.

Kahjuks ei ole te oma e-kirjale lisanud andmeid maatüki kohta
(katastriüksuse tunnust, valda, küla, jm), seega ei oska ala
valitseja (Saaremaa keskkonnateenistus) ehitusvõimaluste kohtaTeie
maatükil midagi täpsemat öelda.

Something like that:

n Natura 2000 areas it is primarily possible to build on a site of an old farmstead. If there hasn't been historical settlement, then, while considering any building options, the existence of road network has to be taken ito account, as well as the habitat types of the Nature Directive and numerous other factors.

Unfortunately you haven't provided in your e-mail the exact data about your plot(cadastre unit number, municipality, village etc), therefore the administrator of the area (Saaremaa Environment Service) cannot be any more specific about the building possibilities on your land.
