how do you pronounce the kanji 通 in this sentence?

It's written in an older orthography, so 通はざる is pronounced かよわざる (the dictionary form is かよう).

Thank you. If I say つう instead かよ this change the meaning of the phrase, right?

Given the verb ending, it makes no sense to pronounce it つう.
