How do you say "shouldn't have to"?

As in "I shouldn't have to pay this parking ticket." I know how to say "should not," in the sense of advice to a person, and "have to," but I feel that to combine them would not achieve the intended meaning. A shimau-construction might work, but to say "it is regrettable that I have to pay this parking ticket" would seem a little too resigned and stilted. Is it an untranslatable expression due to the language's shyness from questioning the social order, or am I overthinking this?
