What kind of construction is n'y paraît? Never heard of it. How does it work? When is it used? Why isn't it possible to say simply

It's kind of complicated to explain, but I think that the construction "[bien] plus... que... + verbe" requires a negative...

C'est bien plus cher qu'il n'y paraît
Elle est plus heureuse qu'elle ne le dit
Ils sont plus riches qu'ils ne l'avouent

And as for the "y", I'd say it's because of the construction of "paraître" itself :
=> impersonnal structure.

Il paraît qu'elle a gagné cet argent au loto
Il pleut des cordes.
Il faut choisir entre le blanc et le rouge

To the French speakers, that's also grammatically correct, isn't it?

To the person who asks - to get the meaning, just ignore the "ne". As I said, I would rather not use it.

But I cannot explain what kind of grammatical construction it is and whether it's the most correct one - let's wait for someone who's more familiar with French grammar rules.

C'est bien plus complexe qu'il (n')y paraît.
Elles sont plus heureuses qu'il (n')y paraît.

On peut également utiliser une tournure personnelle :

C'est bien plus complexe que ça (ne) le paraît.
Elles sont plus heureuses qu'elles (ne) le paraissent.

Le "ne" est complètement facultatif (--> "ne explétif").
