Well actually one of my friends' parents' emigrated from North Korea to South Korea, but she graduated this year and moved up north to teach.

I guess the best place to meet North Koreans would be in China, since it's near impossible for me to get into NK with my passport...

I have South Korean friends here, tons of them, and in Korea. I'm interesting in NK because of its history and culture.

There are some in Beijing, but not much here in Harbin, in fact, not any that I've seen. There are more in Liaoning and Jilin, especially around Dandong, Yanbian...

Also you can ride on the train to Pyongyang, I'm not sure about a Canadian passport, but I know that American, Japanese, South Korean and Israeli passports aren't allowed.

I met several North Korean government officials at the World Festival of Youth and Students (a mostly Communist and Socialist conference) in Caracas, Venezuela, in 2005. They had been sent by the NK government to represent the country. It was extremely interesting, I got to interact with them a bit as a couple of them spoke passable English. I even high-fived one, which I think makes me the only person in history to high-five a North Korean official.
