Yes, it is Danish, albeit a bit broken.
It's probably supposed to be "Hvad er det for et foreslag?"
Meaning "Which proposal* is that?" or "What sort of proposal* is that?"

*Not in the marital sense.

How would "hvad" be pronounced in Danish? Is it similar to Icelandic's "hvað" being pronounced kvadh.

Well, hv- is always pronounced like v- in Danish, so I reckon something like /v{D/. Danish is really hard to write phonetically. :(

"Hvad" is supposed to be pronounced vath (the -th being similar to the "th" in English or the Icelandic ð, the A is the A in English "and"). But Danes only pronounce words like they're "supposed" to be pronounced if they want to emphasise it. Usually, it's just pronounced "va" as in "hvad laver du?" (va lawer doo).
