Are these sentences correct:
1) Is it normal to ask your age before serving you a drink in a bar?
2) Is asking your age before serving you a drink in a bar normal?
3) Is it normal to stop a car without any particular reason?
4) Is stopping a car without any particular reason normal?
I think '1' and '2' are fine because it is clear who is doing the asking. '3' and '4' seem incorrect to me if the intended meaning is 'is it normal for the police to...' The seem to be asking if it is normal for people in general to do that.
