This sounds a little odd to me, but I think it's because "during" and "all" in this case imply the same thing, so using both sounds redundant. My natural inclination would be to say "all winter" in this case.

I have no idea because I haven't been there for more than a few hours at a time, but it's a pretty decent hospital so they probably do.

I used to get really bad vertigo, and couldn't even climb up past the second rung on a ladder. Nowadays I find I only get it when the height is very great and if I look straight down. I was on the observation deck of the CN Tower, and as long as I looked out or across, I was fine. But if I looked straight down, then my vertigo came back.
