Why would someone be described as `reasonably smart`as opposed to `smart`?

In this case reasonably is acting as a modifier, and gives the idea of "almost, but not 100%". For example, if I were to build a table but two of the legs are shorter than the other two, someone could tell me "that's a reasonably good job". It's the same here.
