I can't speak for other universities, but at mine, you can walk into a classroom and take a seat without having anyone asking you anything. Now, each student has a card to register attendance, but if the professor does not see you registering it at the entrance, he's most likely gonna assume that you've either forgotten it or are one of those students who only shows up in a couple of lectures per semester and tried to pass the class through the final exam only. This is pretty common of students who also have part-time jobs and thus don't have the time to attend classes on a daily basis.

Some of my childhood friends studied in MGIMO in Moscow and it was impossible for outside people to enter that university, well, maybe also because it's the University of the Ministry of Foreign Affairs.
