What are you trying to say the person likes to be running about? If so:
Is maith leis an duine i mo dhiaidh bheith ag rith thart
The person after me wishes he had time to learn many languages
So, are you not able to use the "tá ó" form here?
Assuming this is correct, how would you say "very bored"?

When something is often or on and off and something usually you would use the form bíonn
Tá Mícheál i gConamara anois = Michael is in Connemara now
Bíonn Mícheál i gConamara chuile bhliain = Michael is in Connemara every year
Bíonn sé ag múineadh Gaeilge go minic = he teaches Irish often
