I still remember how surprised I was to find out in a grammar book that "the x^th time + present simple" is wrong and that you actually have to use the present continuous. (And no, I don't take grammar books as gospel truth and maybe there is some marginal use of the present simple in some cases or in some dalects, but that was the general rule).

The way I view it is that you're referring to a specific instance in the present, so hence the present continuous. If I were to talk about something happening X number of times over a certain period, then I would use the simple present. This is why, for me, what Luís wrote sounds off: he was talking about a specific instance in the past, which warranted either the simple past or the present perfect (i.e., "it's happened" which I would read as "it has happened").

I was thinking the same; they may not have been written by non-native speakers, but I do think that (at least in English, not sure about other languages), Internet chat speak, including stuff found on memes, 9GAG, Twitter, Tumblr, etc., is its own variety of English where simplification and reduction to just above the point of unintelligibility is favoured.
