It's a good one! Yes, I do think it only works in Spain. In Mexico and I think also the rest of Latin America it would be assumed to have the first meaning.

to temper to soften or moderate
to temper to strengthen or toughen (metal or glass)

to garnish to add something decorative, to embellish
to garnish to take away (wages to pay debts)

bull an official edict or document by a pope, or the seal affixed to it
bull something that is transparently or offensively false
This last one comes from shortening of words: the first meaning can also be stated as papal bull and the second meaning is an abbreviated euphemism for a longer, more vulgar word.
