There's no ambiguity!
What do you think punctuation is used for?
Just compare (I separate the relative clause with slashes):
The second one is a dragon /whose mouth is opened/ that none can measure.
The second one is a dragon /whose opened mouth none can measure/.
Oh, in my Indonesian translation, the mouth is the immeasurable one.

When I read it, I read it to mean the mouth cannot be measured and noticed no ambiguity whatsoever.
What makes one find the ambiguity may I ask?

Well that is also what I understood as well, that the mouth is immeasurable.

I interpret that as: The dragon that none can measure - and btw its mouth is open.

I never thought about the Seven Evil Spirits so much before. The lines remind me of a duck-rabbit:
Some context would be nice; I've never seen mention of the seven outside that one small text.
