Navigation menu and javascript

I was showing someone UniLang a few days ago, and found a navigation problem. The main navigation bar along the top uses Javascript to display menus for other places on the site. Most notably, the Resources. The person had Javascript disabled in their browser, so was unable to access those other places on the site. Since the Resources tab itself opens to all the Resources, that was fine. However, Home and Members have other things which are unaccessible. The Development tab goes to a development page, but other pages under that are unavailable. The Extras tab just goes to the home page.

Is there a way these other things on those hidden menus could be accessed for people without Javascript? (The person doesn't want Javascript turned on because of buggy scripts on pages).
