That's correct, we say the masculine definite article "il", followed by "non plus ultra" with the s pronounced like in "rose".
C'est la crème de la crème = è il non plus ultra.
But I've never found any Italian person who doesn't know what the expression "crème de la crème" means, so I would say that you could just use that!
