The Taiwanese do actually use 妳 when addressing a woman... Though the Chinese and Hong Kongers never seem to use this character.

Pronouns with 女 radical started to appear in the early Republic years in part due to rise of feminism and exposure to Western languages among other reasons.

To answer your question, there is 妳 but no "女戈".

I have heard 妳 is not used in mainland China, at least not since the communists took over. It is still used in Taiwan today but not consistently. 她 is used more often, although as not as consistent as say "he" and "she" in English simply because it never truly caught on IMO. Besides both 她 and 他 are still pronounced tā anyway. Sometimes 妳 and 她 may be used on purpose for emphasis.
