The woman speaks "Täällä asuu venäläisiä, suomalaisia, karjalaisia sekä vepsäläisiä ja inkerläisiä."
But I think there should be "Täällä asuvat venäläisiä, suomalaisia, karjalaisia sekä vepsäläisiä ja inkerläisiä."

What grammar rule should I use in this case?

No, she says it correctly. This is called an existential sentence: it describes what or who is, exists, resides etc. in a place. The focus is on the "existing", and the subject is unspecified or indefinite. The location word is often mentioned first in the sentence. Compare:

Täällä asuu venäläisiä. = There are Russians living here.
Pihalla on lapsia. = There are children in the yard.
vs.
Täällä asuvat venäläiset. or Venäläiset asuvat täällä. = (All) the Russians live here.
Lapset ovat pihalla. = (All) the children are in the yard.

The latter sentence would mean that either all the Russians/children or some specific group of Russians/children (that were mentioned before, that is evident in the context etc) live here or are in the yard.

This could also mean "Russians that live here" or "Russians living here", eg.
Täällä asuvat venäläiset ovat kaksikielisiä. = The Russians living here are bilingual.

So, in sentences like these, the "verbing in a noun" functions like an adjective:
Kuussa asuvat venäläiset syövät jäniksiä. = Russians that live on the Moon eat rabbits.
Kuussa asuvat jänikset pelkäävät venäläisiä. = Rabbits that live on the Moon are afraid of Russians.
Minkä takia kuussa asuvia jäniksiä metsästetään? = Why are rabbits that live on the Moon hunted?
Myös maassa asuvia jäniksiä metsästetään. = Rabbits that live on the Earth are also hunted.
Maalla asuvia jäniksiä metsästetään eniten. = Rabbits that live in the countryside are hunted the most.
