Leaving parts of words off?

I've noticed that sometimes like when giving a radio call sign instead of saying dix-huit that they will say xhuit and just leave off the first part of the number. Is this a common thing in Quebec? Or just some sort of radio thing? (Example: quatre vingt xhuit cinq) 98.5. Or am I missing the di part as they are saying it?

It would. Normally vingt is [væ̃] (i.e. it sounds just like vin).

I think I'm getting confused by the liasons with this particular phrase, and for whatever reason all I hear is the ving t i, but not the vingt di I should be hearing.
