הַWhat does הַלֹּא לְכָל mean in the popular song yerusalem shel zahav?
It is part of the refrain: Halo lekol kirayich ani kinor

The Heh that precedes לא denotes a question,so הלא means "isn't it so?",and is often used rhetorically,in which case it means the opposite "It is indeed so/for it is so".

הלא לכל שירייך אני כינור- For to all your songs I am a violin.
