I hear:
"We decided to stop you as you're doin', uh, 54 in a 35..."
"All right, from Ukraine? All right, do you have a, uh, do you live here now or...?" (I can't hear what he says while the driver's responding).
The first time, he was probably about to say "54 in a 35-mile-per-hour zone" or something similar. That is, he's saying that the driver was speeding by traveling 54 miles per hour even though there's a sign (or perhaps multiple signs) indicating that the maximum speed he can drive in that area is only 35 miles per hour.
The second time, when he said "do you have a," he was probably about to ask "do you have a driver's license?" or perhaps "do you have an ID?" but then changed his mind and decided to ask a simpler question instead.
