The Mandarin part is these four lines (1:47-2:07). It's so heavily accented that 头脑 rhymes with 周末:

Nah, I'm afraid he didn't say anything so exciting. He just said 开了部 in Shanghainese, which I guess is something like [kʰɛ lɤ vɤ] (or maybe [kʰɛ ɦɤ vɤ]).
