Is this Azeri language?

Dear all, I posted this in the Ottoman forum and someone there told me it could be Azeri, can I get some help translating it to English (if it's Azeri), and if it's not, can somebody help me knowing what it is?

I could be mistaken, but I can't make sense of that. It doesn't look like a Turkic language.
Fluent: Turkish, English
Learning: German, Ottoman Turkish
On the backburner now: Kazakh, Uyghur, Spanish, French
Eventually want to tackle: Persian, Malay, Swahili

It's in Arabic script, but that doesn't help much. All I can tell you is that it's not Arabic and I'm pretty sure it's not Persian either.

I see the letter ڤ‎ which isn't a standard letter in the Arabic script. According to Wikipedia, then, this is Kurdish, Bosnian or most likely, Malay.
