That would mean, "Don't you see these?" But "Ti heb weld y rhain?" is the equivalent of "(Wyt) Ti ddim wedi gweld y rhain?", i.e. "Haven't you seen these?" (Wyt is generally dropped in casual speech.)
There's a lot of variation in spoken Welsh. (Somewhere there's an instructive page listing forty alternative ways of saying, "I am a teacher", but I'm having no luck finding it again.) There's another acceptable way of phrasing almost anything.
