Dod shin: I'll do this bit in English. I'm guessing this is a translation of "I thought we could..." in English. English complicates matters because "can" is particularly strange as verbs go. Here, the past and conditional forms are both "could", and also this is a construction used in making suggestions or requests. Phew!
Your phrase translates roughly as: "I thought we were (in the past) able to", which I don't think was your intention, and certainly seems a bit odd. I've suggested a present tense form, "I thought we can (now/in the future)" which is more typical Manx. Though that's fine by me, I would often write a different phrase, something like this:
Er lhiam dy lhisagh shin... (I reckon we should)
Nagh by vie lhieu...? (wouldn't you like to?)
Cre mysh...? (what about?)
