I do understand that the alphabet itself is an issue because it's different for many languages. For the beginning, I can propose a collation scheme:
А - Б - В - Г(Ґ, Ѓ) - Д (Ђ, Џ) - Е (Ѐ, Ё, Є, Э) - Ж - З (Ѕ) - И (Ѝ, І, Ї, Ы) - Й (Ј) - К (Ќ) - Л (Љ) - М - Н (Њ) - О - П - Р - С - Т - У (Ў) - Ф - Х - Ц - Ч (Ћ) - Ш - Щ - Ю - Я
The choice between one of the letters in brackets and the first one is free. You can use other derived letters as well, for example, Udmurt ӝужан (random word from Wikipedia, don't know what it means) can be placed after Russian ёжик or Ukrainian єнот, with Macedonian ѕвезда being the next. This is a sketch, your proposals of reasonable amendments to the scheme are welcome.

I don't agree with your scheme, though. Ћ and Ќ go after T. Ѓ goes after Д. Џ goes after Ч.
