I had this conversation with Kenny a while ago. Phonemically I believe it is /eː/, but phonetically it is realised differently to French /eː/, more like [ɪː].
French doesn't have phonemic vowel length as far as I know. But anyway, I see you were talking about doing a phonetic transcription instead of a phonemic one, which pretty well explains your hesitance.

It's not a question and is somehow lighter in meaning than нз, не знам, which means 'I don't know', also literally.
